    I don't think the english language has a single word which encompasses both meanings "useless" or "locked" and "cock" or "phallus".
    Many meanings require a noun and a modifier. Think "blue car".
    Maybe someone can make one up. It might not make it to Webster as a new word this year or next. It can be understood by chastity afficionados. Remember, however, that if the meaning is not understood there is no point to a single word. Someone made the word "gelding".
    Lets hear some thoughts.

    I've heard "clitty" or "dicklet. " I guess you can add the word "tiny" as an adjective. Any other creative names?

    I don't like calling it clitty or worse, clit. It makes it sound like a clitoris is something inferior, demeaning. If we believe in gender equality (or in female superiority, be it serious or just for roleplay), a clit should be no reason for shame. Women should be proud about their clits, and having one might even be too much for some men.

    That said... dicklet sounds good.
