I happen to be a former machinist. I am familiar with cutting stainless. It isn't that difficult. Just requires patience. And with the internet available to nearly anyone these days, he would be only a Google search away from detailed instructions on all the various ways to cut stainless. And if the security screw is like most, it is just a torx head which is easy to get wrenches for.

Yeah, you don't even need to cut- those "security" screws are easily defeatable. Most are Torx based so you buy a security Torx bit in the correct size and grind off one or two splines (in case they used a proprietary offset spline).
