"Express VPN uses dynamic IP addresses." And so? Their server can use either static or dynamic IP addresses -- doesn't matter. The incoming TCP connections can use that IP and save the original IP in a table to be replaced when the reply comes back. Therefore, the proxy or the VPN can effectively hide everyone's original IP. Anyone using that VPN will all share the same IP effectively. So do you really know what the heck you are talking about? I think not.
