How to bend lock cylinder clamps

    With Chinese cages the cage often does not fit the base-ring very well. This is due too imprecise tolerances between cage and base-ring.

    Sometimes one can bend the cage and ring by hand so they connect at a different angle. But this can also deform the C-like clamps.

    How can I bend these C-like clamps, used with burg-wachter type locks, using common means so that the gap at the end of the C is a bit tighter resulting in less play between lock enclosure and lock. I do not own a vice to do that. Which household tools / cheap tools could be used for bending the lock enclosure?
