Your balls are moving were? My balls move generally up tight when cold and hang when warm and relaxed. They also pull up tight when my wife plays with her toy. The real impetus for this thread was the "hardness" after I was given a brief respite from my cage. It's like my soft, pliant balls turn into weathered pieces of leather. Are we talking about hard, as in your testicles themselves being firm and drawn up, or are you saying that the skin on your nuts is hard? When you say leathery, I visualize it as a skin issue.
