Neosteel for small sissy dicks?

For Q1, I understand that Neosteel manufactures tubes in a few sizes (length and diameter). Is it better to select a tube that is slightly bigger, thus allowing a semi erection, or it is better to select a smaller tube to squeeze my dick in and prevent any erections?

Would appreciate any other tips for the 1st time full belt buyer.. e.g. common mistakes on sizing to watch out on. Thanks
