An unworkable piece of legislation promoted by vested interests and passed by technical illiterates. If it ever gets implemented (and I'm by no means sure it will, there are many technical & legal challenges to overcome along the way) you can always switch to one of the much smaller ISP's who are likely to go untouched (A&A Internet come to mind immediately but there are others) or employ one of the m,any technical workarounds to avoid such restrictions.
While I agree that on a technical level, this should be easy to work around. However I wouldn't dismiss it. Saying you can get around it, reminds me of when homosexuality was illegal, "you can do it, just as long as you are discrete".
