The ring should be snug but not so tight that it causes skin discoloration, skin cooling, or swelling. You should be able to get the tip of your finger between the ring and your body. If it's slipping down then it's probably too loose.

As for getting your parts through, I typically lubricate the inside of the ring and lightly around the perimeter of my genitals along with the head of my penis. I use a silicone lubricant but many use a hand/body lotion. It's also easier if you scrotum is somewhat relaxed, warmer temps help with that. Figure out which testicle you want to go through first, push the ring up against you and pull your scrotum through the ring, generally the first testicle will follow. Then push the other testicle through, using a couple of fingers or even a thumb and two fingers to help guide it and distribute the pressure. Once the second testicle is through, push you penis through, adjust, and attach the tube. I've found the quicker I get my penis through, the less likely a testicle will pop back out.
