First, I am searching for a host that bills monthly. I don't want to pay in advance and get stuck with a company. Stumbled on chime host - http://www.chimehost.com but I can't seem to find many websites talking about them. I see hostgator on hosting review sites but they require advance payment for the low price. please give me your opinion

So with that rule they limit your bandwidth!
Depends on what you mean by high bandwidth. I'm with a company called "knet hosting" They do me but they do charge annualy. never had a problem with them, They have always replied to emails promptly and give you cpanel for most of your admin needs and will give you shell access if you ask for it.
