While arousing to fantasize about, the reality is that with no hope of release, there is no incentive to change your behavior or be submissive. Think about it. If someone tells you that you will be whipped no matter if you obey them or not, why bother obeying them? I usually tune out posts that start off with super glued locks. I think when people talk about permanent chastity, they mean 'permanent' chastity. In the sense that it only comes off for hygiene/other medical reason. Otherwise it's always there. The idea behind it being permanent is the initial shockwave of thoughts, the power it carries. However, like Vinny said, it would ultimately wear off. There needs to be cause and effect, reward and risk. Permanent chastity takes that away. That being said, it's a cool idea and a well known fantasy. Super glue seems too barbaric. I would go for one of those tether sprouts. With a little metal work, you can transform them into whatever you wish, the possibilities are endless!
I think it depends on the point of chastity, whether it's regarded as a body modification or a method of control. With us it's more of a body modification. If it were full practical, I would love to wear a sealed device at least for a few months and possibly much longer.

It's like a button on a shirt. The button slips through the hole but when it's rotated it won't come out. The principle is the same with the tether spout. You slip in the spout first, then the retainer through your urethra. Then you have to rotate the retainer 90 degrees so that when you pull the spout back up it catches on the lip. Et voilà!
