As much as it is fun to think about those as ancient chastity devices, I'm not quite sure those were even worn during their lifetime. And even if they were, if that was not rather a symbol of status (can afford gold). I suspect it may have been put only in the grave, to indicate a) it is a male b) the family is rich. Plus the fact that families in most ancient cultures put stuff in the grave for whatever their beliefs about afterlife were. Anyway, it is not something limited to [what is modern-day] Bulgaria. Here is a picture I have taken in Museum of Gold in Bogotà, Colombia which shows that pre-hispanic civilisations there had similar customs.
Here it is from an academic paper (left). Apparently there's an argument that it might be an imitation of "ceramic tuyères", basically a pipe nozzle (right). The paper says: The recent review of the excavation documentation clearly revealed that the original position of this object was beside the right thigh of the deceased However, the gold thing has a hole in the tip, and looks like a penis sheath. Those perforations could equally wall be for tying it on to some kind of perishable harness.
